Bowerick is right. It's lag; if your computer has a slow connection, the bar is less filled and orange or red. If your connection is fast, it's green and more full.

@OP: Yes, that icon indicates the quality of your connection. A green icon indicates a good or excellent connection, while red indicates a poor connection.
Your opponent will have a similar icon next to his username.
There is this little green bar next to my name during live games and I don't know what it is. Sometimes it turns orange and red. It looks kind of like a battery bar. Does anybody know what this is?
