Can a player you have "blocked" accept an open game that you have started?

You shouldn't have to encounter a member you have blocked, except you could still end up matched up against them in a tournament or team match.
Thanks!! I understand I may meet them in tournaments or team matches.
I was concerned about "open seeks" but the link above addresses that.
Except they can until it reaches the live server because on numerous occasions I have blocked somebody and they have been able to accept my seek almost 10 minutes later.
