Timeout ratio is based on a moving 90 day window.
The usual answer is non-timeout games over 90 days old have dropped out of the window and there is a big gap of time where there are no decisions. You would now have a relatively larger number of timeout games in the 90 day window.
Until the massive slew of timeout games defenestrate (are thrown out the window) your timeout ratio can increase as there are less total games in the window but the same number of timeouts.
Basically you have to wait until all timeouts drop from the calculation and the ratio dives to zero %.
