I've had that problem on Android. If it makes you feel any better, it's caused by a bad connection--it has nothing to do with the app. That's why I would recommend refraining from playing rated live chess on mobile devices.

It was my last game in chess.com. I was winning the person who had 100 points more than me, but due to program bug in Apple OS I couldn't make any move. His clock was running, but actually it was my clock.

Well, I've only observed the problem when my connection was spotty or I was moving in a car, bus, etc. Maybe other chess apps just have more tolerance for small irregularities in the connection.
