Can topic name be changed?

I've started many topics. If I want to revise the name of the topic, is there a way to do it?

Yes, go to your homepage, scroll to bottom of page and you will see "Manage All Contents"

I am looking, looks like V3 is pretty useless to me.

As far as I know, it has happened before today. I do not know how it works, and frankly do not care all that much, except sometimes, but it seems that some staff know how to do it.

and I don't get any notification when a new comment is made in the topic I am tracking. 

You can do it in V2 as kco described (and then click Edit), but it's impossible in V3.

I found a way to do it in the V3 but it will cost ya.

I've got some Kiwi loose change from my last visit.

Go to the forum post, and in the sidebar on the right, select Edit Forum Topic.
