I don't know what this "list" is, but I do know it would be a damn shame if bigpoison wasn't nominated because he's funy, or, less likely, if he was nominated for some reason other than being funny.

Why isn't Ozzie_Cobblepot on the list of past winners?
He was the CPOTM winner who was actually the best at playing chess aside from AndyClifton.
