The only time I can see the collapse/expand option for the vertical menu is when my Safari browser is full screen.
Thanks @manekapa! That was the problem. I appreciate both of your help. 
I have the same problem but I use Chrome... How do I extend the menu bar?
EDIT: I always use chess.com on fullscreen
I use a laptop PC

The expand button for the vertical menu bar on the left side of the screen is not displayed if your browser's zoom is greater than 100%.
the resign menu in the chess app on my phone is too big and cluttered so I can't click to resign. How to deal with it.

Sorry about this. This is a known problem with some screen resolutions and we are working on fixing it already. In the meantime as manekapa suggested, try landscape mode to resign
