I think it depends when you time out. if it is after 1 or 2 moves there is no rating change, but if it is after 20 moves there is definitely a change

Too few moves were made in those games. I think 4 or 5 moves is the minimum in order to receive rating from timeouts.

For a serial timeouter there is a rating floor. Ratings change is calculated when the game ends, if more than 3 moves played.

Shouldn't common sense intervene here? If you actually got the rating points for a 2 move timeout, I guess you'd be happy with that?
But we'd even get some posts from people who want to give back these rating points, because they don't feel that their rating is deserved.
