No ,an early (i.e. early part of the game) queen attack is not always a bad idea.
However, prematurely moving the queen out, is a bad idea. She just gets harrassed by minor pieces.

6...Ne4!?; your annotation is grossly off, should be 6...Ne4??
Also 10. Nd6+ wins the queen for two pieces, although you got it for less you should still play imagining your opponent will play optimal moves and after Ng3 he could have played Qa5 and had a safe queen (though still a lost game).

Sorry im not really up on my annotations. Whats the difference between !? and ??
Also I didnt see the Nd6+ move but it is a better option.
As you can probably tell im a beginner and i wasnt playing the worlds best :)
The Scandinavian opening is fine. The queen development 2. ... Qxd5 is perfectly fine as well as long you follow up with either Qa5, Qd8 or Qd6 and NOT try going on an lone crusade against the black king side with your lone queen and hoping for newbie mistakes on whites part. That fails to anyone that is not a total beginner. By trying, black either loses huge amounts of time or material or ends up in positional trouble.
This is a game i recentley played where the queen attacked early. As you'll see i kept the queen on the back foot, granted i was helped by some bad moves on my opponents part but and eventually captured her without her posing any threat.
My question is does anyone ever use an early queen attack?
What if the opening above was played? Would you take the pawn on d5??
