Just to be clear: I'm posting this so hopefully a staff can see this and this increases (no matter how slim) the chance of my friend receiving a response (its been 10+ days). I'm here to hopefully get a staff involved so we can reach a resolution, not to defend or refute the closure. If a staff sees this, I have their contact information, I'm just not posting it because well I don't want randos spamming my friend. But I can send it through dms.

also this is legitimately their friends account. you can look at my history but this account has been up longer than both of their's (at least im pretty sure) and you can see that I've actually played them both and we play different openings. So please don't send any messages directed at them to me.

Here is the general overview  My friend's account: Geniusmaster55 was closed due to a fair play violation. This was a while ago, 3-4 weeks I think. In response they created a new account named AceofGenius to evade the ban, but only after losing all of their rating and archived games and getting an earful from their coach, they now have a full understanding that chess.com does not allow any type of cheating and the repercussions of such actions. Later their account (AceofGenius) was closed for abuse due to them evading the ban by creating a new account.

Here are where things get a little tricky. The primary purpose of creating a new account was to participate in an ongoing chess tournament that was moved online to chess.com due to covid. They participated in the first match with this new account AceofGenius but then the following week their account was closed due to abuse and evading a ban. The officials, after a headache ruled that they must forfeit their last match however because my friend did not make any (of their) fair play violations in the tournament game, they ruled my friend could participate once again if the ban was lifted from this account and will consider giving back the win that was forfeited. If possible, my friend would like this account to go back up due to the above circumstances.

They know that it is their own fault and many mistakes were made.  They understand if it would not be possible to get AceofGenius back up.

But either way they would like go about the proper way of getting a second chance so they once again can participate in the chess.com community. Even if it means abandoning both accounts.

You indicated your friend has contacted support.  That is all they can do at this point.
