I reported him a month ago and he still isn’t banned. I blocked him but somehow he can unblock himself from me. How does this guy do that???!!!

Being reported doesn't necessarily mean that an account will get banned. Staff will look at account history and content before making any decision and generally starts with warnings, escalates to mutes of various lengths, then account bans. Banning can happen more quickly for more extreme instances .
If you block someone, they should not be able to direct message you or comment on topics you start. They also should not be able to chat in Live Chess. The site wide chat is not impacted, as far as I'm aware, but you can hide/disable the chat from any member and it will only show up under inactive.
That said, please do not publicly report members.

in some countries they don't know what pointing the middle finger means or it means as it did before world two something else , so its not offensive to them- if its offensive to you and after you have blocked them properly , then leave it alone, the more you cause a fuss the more this person will continue or maybe its you that's wants a fuss ????????????/
