Yes you can resign it without losing points, because before you reach the 3rd move it won't affect the ratings.

If the button says "abort" then you can quit the game without losing rating points.
Maybe if it's a tournament game you can't abort it. My guess is that you would indeed lose rating points if you resigned. You could try offering a draw.
