In Basic Live Chess, which is what you're using:
All you need to do is write some text in the correct location and hit enter. See below:
If the chat doesn't show up, your opponent has it disabled (either for the game, or from their settings).
The voice chat isn't available at this level, as well as the option to show or hide the game chat.
