There are two options on the website. The method described above and going to the blocked profile and choosing the unblock option there.

You can not remove their block. You can ask a friend of theirs to plead your case for removing  you from their block, but it's entirely up to the person to choose or not to do so.

If you blocked them, you can unblock here.

Otherwise, you can't force a user to unblock you. https://www.chess.com/settings/blocking
