How I can avoid player EDIT

I added couple of letters "s" to avoid so called public accusation. I would like to ask somebody how I can avoid that player who opens a new account every fifth day with the same clown text on his wall. I already blocked and reported him at least 30 times, i.e. 30 new, actually the same accounts.
