and you definitely shouldn't confuse the AGM and GM titles. there's a huge difference.

Take ACM and CM.
A FIDE CM is a 2200 player, better than 99% of us will ever get.
An ACM is an 1100 player, basically at the chess starting line.
Age plays a huge factor. The human brain solidifies as we get older. Scientists used to say the human mind is pretty much 'completely done growing' around 20 years old. Then they changed it to age 30, ironically i was 30 years old when they announced that.
For most of us it would be impossible to get a doctorate five years after just learning how to read and count numbers.
Yes i do,work on chess 40 hours a week.5 hours on weekdays and 7.5 to 8 hours on weekends. My age is 13. Is it enough.
If yes than how many hours a day should i study tactics,stratergy,opening and endings.
The study of chess is much like going to school. You gain much knowledge did you?
Can you put that knowledge to good use over the board and earn a GM Title?
Knowledge + Training + Effort + The Human Factor = Rating/Title.

providing your participating, playing, thinking- and you can do it actively You CAN Improve Rapidly if you put in consistant long hours week after week.

the QUESTION IS though, are you REALLY going to study/play for 40hours a week and KEEP AT IT?!
I wrote before about this. if you make your chess study SO INTENSE its not fun, you'll Give it up and go no where...

I agree with Morphy. getting any given rating ISN'T a matter of time alone. its a matter of chess improvement specifically.

the "10,000" hour rule comes from a few "self-help" gurus. they claim it takes "10,000" hours to master something.
Since the word "master" is vague, their claim is true enough.
Who cares about GM or IM, unless you will be teaching and making living of it..Besides a word Master or even Expert is absolutely enough for respect and glory.. (Well some "experts/masters" arent exacly that strong but..) Achieving 2000 FIDE is absolutely great, you already will be stronger than billions of people.
GM is absolutely highest title and is for those who have tallent, super rapid improvement and started chess young - about 7-12 years of age and are willing to sacrifice for example their summer vacation and do nothing but playing chess and studying for years. They have coaches and full support of their parrents. You dont want that. It's hard for adults becouse they work, have familly and have other interest in their life and can't improve that fast. But all means Master title 2200 is absolutely possible even for people starting with chess above 30y old.

Becouse back 30 or even 20 years internet did not exist. No engines. No chesscom. No youtube. Now is so much easier for one to improve and play chess.
Other thing is chess can be played even by 75 years old people. And right now on arena server there is legit 70++ year old guy with rating of 2000 who will kick eveyones butt here in 10 min game. If there are people like him who can play chess at that level at that age, imagine 40y who pick ups the game and plays it for 10 or 15 years.. Money not a problem - he hires Strong coaches and he might be IM by age of 50 or 60. The only reason we havent seen yet example of that is becouse if someone at age 40 have not played chess, there is almost zero chance he will have interest in the game now and the will to spent money and time for title.
But right now on chesscom there are couple of people that i know that are above age of 30 and have a goal to become a Master in next few years and they are actively playing and making progress.

I think a lot of you guys who are under 14-15 don't realize how much differently you're going to feel about life and probably chess, too by the time you hit 21 years and older. You will, more than likely, be far more interested in money, women, and paying your car insurance by then. Just saying, most people walk from things like this by that age.
