This can be achieved by Connect->Clubs->Create A Club and then fill in the required criteria

There is no photo of speech bubbles in the drop down, only speech bubbles for the forums! How do we make a club in 2023??

Go to the freinds button and find clubs. Then look for Create a club and click it.
