Yes, if you search for refund or billing, you should get to a place where you can be put in contact with live Support.

Are you saying you can’t log in to it either?
If that’s the case, you’re only option is to contact Support. Be sure to choose the billing/refund related option, and if it doesn’t offer to open a ticket with staff, try something like Contact an Agent
