I have the Square Off board which I can download PGN game files to my phone but I cannot upload to Chess.com. When I click upload PGN from the analysis page the PGN file is greyed out and can’t be uploaded, but it works on other sites/apps.

You'll have to use a mobile browser.

I am using Safari on iOS.

I was able to do it with a PGN file from Android on Chrome. I'm able to load any text file, such PGN is supposed to be, so it could be your device that's not allowing it.
