It would certainly be considered spamming if you added to a note to several other unrelated groups saying: 'come and join our group xyz'.
Equally, if you were to target one group associated with TIGERS, say, with messages that YOUR group associated with BIG CATS was better than group tiger: you'd be trying to poach members or entice them away. That sounds dubious behaviour too.
