Yes, might be a good idea to ask your Internet Provider for help. If you have a static IP address, they can give you a new one. If it is dynamic, it will change by itself. Also, be sure that your windows firewall is turned on (if you have windows) and that you have anti virus protection on your device.
Did you click on any links in email or chess.com messages from this person? Are you communicating via email with him?
Most email systems allow you to block.

It can happen to anybody using internet access, chatting etc.

You can ask them for help or just report that account, but I don't think they care about closed accounts, I think they care only about active accounts.
I repeat my suggestion about getting help from your Internet Provider (the telephone company which you pay to get Internet access).
