I figured it out, the friend i am playing with is new on this site, it's probably because of that why i can't chat with him.
I tested with an older friend and i can chat just fine, so please disregard this

Hello, as the title says, my chat is disabled. I cannot chat in a game with a friend. Privacy settings seem alright. I can't find a message saying my chat is disabled for some violation (i never post on forums and only play with my friends, but it might be possible i was hacked?)
