The bell curve counts all players, even inactive players, the percentile only counts the active players.

Who knows, if you hover your mouse over the curve you can see the value for the selected 100-point wide rating range. If you sum all values up you will get only 2.9M while it states almost 10.4M players below the chart:
Perhaps it is quite the opposite: the curve shows only active players while the percentile is calculated for all players
