Aha! Problem solved.

The games were "played" the day before a tournament started, but I think the 6 timeouts were just a coincidence.
Instead of having a rule requiring 5 bogus games to be started and abandoned, wouldn't it make more sense to require 5 games finished by checkmate, or 100 moves, or something a little bit more intricate? Especially as currently it means that a new player ends up with a sub-1000 rating with no idea of their real playing level?
I'm playing someone who when I started the game, had lost all his games by resignation in the first 6 moves then since our game has started, he's won his next 6 games by time out in the first 4 moves. What's going on?
