Opponent keeps receiving little gifts of time and flags me

My opponent and I were playing 1|0 and he would constantly flag, but somehow he always got these little amounts of time like .4 second to make his move before flagging me. Is this a bug?
I would assume that its because you have a slow internet connection. Your moves are taking about 0.4 seconds to send after you make them and as a result you lose time rather than your opponent.

The clock shown on your side is not the official clock. It gets adjusted after each move when the server adjusts for allowable lag.
