My own opinion is that a player should not be allowed to offer a draw after White's 1st move and then abort the game if the draw is declined. What's the point?

What is your objection to the abort? You played only one move. Occasionally, people have to abort.

I am almost certain the draw offer in that situtions is a misclick since its right next to abort. They probably intended to just abort.

How often does this happen to you?

It's not really important. It could have been a mouse slip or someone scamming to gain a point if the rating difference was large enough. No, it has only happened once.
