The site continually is checking account for fair play violations and closing them. If you report an account and it doesn't get closed, one of three things are possible.
- The site hasn't ran the report yet
- The checks were not conclusive
- The checks determined there wasn't many violation
Thecsitr closed over 100,000 accounts for fair play violations in January.

I know there is a lot going on with technical issues and the like. However, I really hope this will not stop chess.com from banning cheaters.
I had a rapid game against someone who was absolutely obviously cheating. The funny thing: I took them too long to get their moves in, they even lost. But there was no doubt at all that this person is cheating, in particular if you look at the other games.

The thing is: They are still active, nothing happened. I realized an increase of suspicious accounts. But I have not been informed about any sanctions being taken basically since all the server issues started. I hope very much that this issue is still taken serious by chess.com. Because for me it really is what makes chess.com better than any other online chess server - cheater will get banned.

Edit: I only chose this example because the account is obviously cheating and it is quite a time ago I reported them (more than 3 weeks). It is only one example of many. For example this account is clearly cheating as well (winning a brilliancy price in every single bullet game with exactly 1.something seconds per move):
