Unfortunately there is no way to tell whether someone has a power failure or an attitude failure. And, whether intentional or not, it isn't really fair to the opponent if they have to wait because of a disconnect. Of course this is an inconvenience to those who have unreliable connections, maybe erik or somebody will think of a solution.
please look into this matter, don't know it is only my problem

This is the second post from India I've read in the last couple months where a user is explaining his disconnection from live chess due to some massive power grid failure. Hey, don't worry! These things happen. I'm sure the site won't do anything to sanction you unless you disconnect a massive amount of times while losing. Don't sweat the small stuff, bro. These things happen in the United States too, especially during storms.

but my question is if one is unable to reconnect in time then y can't u declare it as resignation. anyway resignation is allowed and not offence. . thank u

Sara, your connection is not the problem, I have a 20 MB Internet connection at home, and I have lost a lot of games in www.chess.com because THEY disconnect my games several times. They have a cheap games server, maybe that's why I would NEVER pay for their upgrade by the way. Then, if you send them an e-mail asking for help, they are rude to you in return saying "you should take photo of time running out".. So, they have a cheap server and NO BRAINS as well. Don't worry, I know what my FIDE REAL Rating is, and I don't, and won't ever, take this site seriously. They and their help & support are useless. Sad but that's the way they just are.

This place is like the Russians, they all cheat. When you are up in a game, a "Reconnecting" warning pops up and your time dies, then, suddenly GAME OVER! YOU LOSE! Good luck next time! 🇷🇺

The problem as I understand is your net getting DC due to power failures. It is better to find a solution by yourself than looking forward to chess.com.
I offer the following solutions: -
1. Avoid the modem. This can be done by getting a mobile internet connection from any decent provider. I would suggest BSNL. They have a ` 39/- scheme for ample 3G. I think this should solve your problem. Mblaze, Netsetter, Photon are all good options provide you have range at the place weher you keep your system.
2. Use a UPS with good back-up. You can also give double protection by plugging in your UPS to an inverter.
3. Solar inverters are also available now. Thus you can go green ...
Hope this was helpful.

Shiva101's suggestions sound good if you can implement any of them

oops! y these people r deviating from subject? my suggestion is simple. what problem chess.com staff face if they declare failure to reconnection as resignation. there is not as good solution as this. now they may feel it below their dignity to listen to my suggestion if so, no problem. otherwise please answer me.

Yes the problem is about what happens when we lose power and net connection goes off during a live game, will they see it as unfair play, getting disconnected in the middle of game?

Oh, I know what you can do. Get some proof from your local power company that this power failure did occur at a certain place and time, then petitition this site to reassign your losses by abandonment to losses by resignation.
I can tell you are really worked up over this issue. Perhaps you should move to an area with more reliable utilities, like Belgium.
Here in INDIA we have unexpected power cut problems and my internet connection is from landline using modem. So as soon as power fails modem will be turned off. I will be totally unaware as to when it happens and simultaneously I will be disconnected from the live match also. As I am scheduled to play slow chess squad game today I am very much paranoid. So whether there is any chance that I will be offered to play again from the point where we disconnected or totally as new match again? or I will be declared lost? But declaring lost is at least ok please don’t take it as violation of fair play policy since that is totally unintentional. Once modem turns off I am not in a position to resign also as net connection simultaneously fails. So please take some measure not to make it violation of fair play policy. Just make it resignation at least. This is my earnest request to chess.com staff to look into this matter at earliest. Thank you and much grateful to you.
