Can I use game explorer for all games ever played on chess.com? If so how?

You can use either Master games or the games of any individual member on chess.com. Go to game explorer and use the drop box above the list of moves.

Not for Live Chess - but otherwise yes.

Launch it from LEARN -> Game Explorer, and manually make the moves (for both sides) that keeps it in step with your game.

You want to use Game Explorer with a database containing JUST all of the games played in chess.com?

No, you can't do that. As bjazz pointed out, there is the Master database - which contains key games from all over the place. The two other options only let you examine one chess.com member's games at a time: either your own or somebody else's.
