The word nigger, like the word faggot, has a long history and a very specific purpose. Both words were used by people with power to degrade and oppress minorities. If one black person uses it to refer to another, this is within an entirely different context.
The meanings of words change over time. The "N-word" doesn't mean what it did in the 1860's or even the 1960's. If you feel the need to get cutsey with it, be my guest. But when a black person is called that name, don't expect them to ignore the very ugly history of the word or shrug off the intenet of the person who uses it.
When I was at University, a running buddy of mine, who was a rural fella' with dark skin, laid out a city boy with similar skin color for saying, in passing, "What's up nigga'?"
