Rating refund?

I recently lost to 12 blitz rating points to user "Jaydue" the other day. While his account was restricted for violating the fair play policy, I never got my rating back. Is this a glitch, or does not everyone receive compensation?

If an account was closed for violations in a different rating pool, or for sandbagging, then rating refunds don't happen. It could potentially take up to 7 days as well.
