If he had just let those games time-out instead of resigning he wouldn't have lost any rating points if he had just made 1 or 2 moves. In a tournament I am playing in, two people timed-out both of their games to me and they didn't lose a single point, however, if they had resigned it means that they admit defeat and rating should be +/- to the players.

ooda loop has created a tournament incorrectly, see here 'click here', and he tried to abort the game but can't find a way of doing it,thinking that he hasn't made any move so he tried to withdraw the game but in doing so he lost 200 rating points ! Is there any ways out of this ? thanks.
