That's a time setting, I'm pretty sure that Ganidu meant who you played against. Also, to report a member, you can go to their profile and report them from there.

I do not want to play with players who have fewer points than I do, but you are forcing me to do so. You are not allowing me to choose whom I want to play with, and this is not fair. I want to play with whom I choose, not whom you decide. If you do not take this message into consideration, I will stop playing on this app. I have been playing for more than 10 years, and you have never taken action when I report a player.
Please address this issue.

Unfortunately due to the way the website is made, your best bet is just to accept that sometimes people will have bad ettiquette and stall the game. Try to find something else to do until your inevitable victory and try to always keep it classy in the spirit of the game in chat.
Don't forget, talking is optional during games!
