I began training tactics. I see the "Target Time" info. It says "A player of your rating must solve in this time or faster to score 100%". Who or what determines the target time for a given position?

No wonder some times do not make sense. A target time of 4 seconds is just enough to digest the board, and then the thinking needs to begin lol. I wondered how they got to these times
