If that is on v2 of the site, you should check v3 instead. If it is on v3, then you might open a ticket.

Sometimes, for posting new topics (not just posting comments), the actual board doesn't show up when the window pops out. Clicking on the other buttons doesn't do anything.
I don't know if it's actually related to the glitch, but I found this error when I took a look at the JS console: http://pastebin.com/XzHfDWcP
