Ya i have seen it, and its become too much now, many people are entertaining him too much, he opens a new account every time he gets banned, so there has to be some way to ultimately ban that person

I've always been trying to stop this kind of thing because I've had it happen to me and seen it happen to others. The important thing is to know that if you respond to someone in a critical way, it's something that can happen. Chess.com has no power over who makes accounts and whether they make alt accounts too.

It's difficult because if you ask others to help you by reporting them, that is technically against Chess.com regulations. They really do make it rather too easy for this kind of person to operate. Sooner or later, someone might die as a result and then there could be a court case. Chess.com would be better to identify such people but they always claim innocence and claim they are the victims. One thing you could do is to accumulate photographic evidence of all the abuse. But really, all you want to do is enjoy this site in peace. It's a hard problem but one thing you can try to do is to always try not to show you're upset. These people are bullies so that could work.

There is more than one bad person on this site right now. That's already known and also, out of all the millions here, there's going to be a few iffy ones.
