Time cheating

I just played a guy who started getting an extra 15 seconds per move in a 4 second delay game. When I called him a "time cheater" I was threatened with being banned. Granted the internet connection was supposedly slow. but he thought for 15 seconds and still kept gaining time. Wrong!!

there was no cheating.
