what is a timeout ratio and how is it calculated? i am having a hard time joining tournaments because my timeout ratio is higher than 10%

A timeout loss occurs when you fail to make a move in the required time.  It indiactes a game that was not completed. 

The ratio is simply the amount of timeout games divided by total games played.

You need to prove you can finish what you started before joining most tournaments--by completing 14 more games (4 timeouts/39 total_games) = 10.25%, and chess.com appears to round to the nearest integer, which works in your favor.

These answers are correct, but I should point out one thing, this is referring to Online Chess games. Live Chess games do not count for or against your time-out ratio.
