Playing the devil's advocate, sometimes it's true. There simply are players who either are improving rapidly or don't take online play seriously, and find that in situations they care about (usually OTB tournaments), they perform wildly better.

While we're wagering, I'll put any sum of money I can raise that this clown hasn't played one million games against the computer. 
Whilst it is true many people feel they are more undergraded than they are, in the Uk, with ecf grades many people are very undergraded. This is because grades are only published once a year. My grade last year was 113, eqivelant to about 1550 FIDE, my next grade was 141, around 1770, that means my performance last year was over 200 points above my grade.
To be a grandmaster, you must not ask an amateur!

i play for my school chess team
on the first tournament i meet approximately 14 losses;i didn't became saad after that.i practised a lot like watching grand masters play'exploring games,training tactics and many more
u must concentate on board as i always sai that concentration is 99% and tactics i only 1%
so be confident u will win the match
P.S:- don't be overconfident like only i will win the match

Well guys, thanks for all the posts. Of course my first goal is to reach 2000, and after that go step by step till GM. I was just stating my final goal. Also, i personally feel the underrated part IS true. I got my FIDE rating two years ago when it was 1526 whereas i got my USCF rating just a month back. Also i recently played a fide tournament and my rating is going by a LOT of points. thanks for the posts anyway. And btw, who is OP? :0
Aiming for GM right away is just stupid and too much, it makes more sense to try to get to 2000 first.
2000 in 3 years through hard work is a more sensible goal. No one becomes GM without getting past each stage first...
Sorry if my goal of becoming 2000+ in 3 years is unrealistic too.
