Why would Panafraican be banned? The idiot who used racism was probably banned. Chess is a game of class... If you don't have any class, leave. It's that simple.

How DOES one play like an N word??  That doesn't even make sense.  Is my style of play easily recognizable as playing like a "Whitey"?  

 Commentators everywhere will be doing the play by play.....as soon as I move pawn to E4....AH HA!!!  Tarkanian just played like a typical WHITEY!!!

In my view that kind of behavior is more childish than racist.  Some people will insult their opponent when they're losing.  The insult isn't stemming from what race a person it -- it stems from the fact that the insultor is an adolescent moron!
