A couple points: a) the Glicko rating system is more complicated than the ELO/FIDE rating system, using frequency of play of both players as a significant part of the algorithm for ratings adjustments, and b) from a cursory look at your games archive, that last Bullet game was the first rated Bullet game you have played in a while - thus (considering a) above), the adjustment to your rating for that loss to a lower-rated player will have been larger than usual.
Without a great deal more data than either of us can get our hands on, I think that pretty much explains what you saw. I don't believe there is any system issue or anything to "fix."
My last bullet game saw my rating drop 24 points. I've played a thousand games. First time that's happened. The player I was playing was rated about 150 points below me so I think a -12 is what should have happened. I don't understand it and I don't know how to fix it. Was there a system issue and can it be fixed?
