What the &^#$ do u call a draw

how is it possible? a games ends due to abort,timeout,resign,checkmate,

draw(due to 5 reasons/draw by agreement/insufficient material/same

move 3 times repitition/50 moves completed and no piece taken usually

in end game when K has no further moves/stalemate when the K is not

in check and no other piece has any legal move...)after any of these

result has occurred how can u claim a draw?

After only one of players timed out of course. The rule says that we need to write "=" sign in the scorsheet and claim a draw without hitting a clock.

What it is that you are funning at the expensive others' feelings about the draw that was not claimed. 

I'm no grammarian, but I think they were just explaining it and not making fun of the other player at the expense of their feelings.
