Yes white still has to move but cannot therefore it's stalemate ie. he cannot avoid moving into check, f1 and d1 are covered by the pawn and f2 and d2 covered by the king. The position is a DRAW! Obviously I assume black is moving up the board.

A stalemate is when whoever's turn it is does not have any legal moves then it is a stalemate and a stalemate is a DRAW.

you dont post the rank and file labels, so its possible that the white king is where the black queen started, but im going to guess that its the other way around, that is, white has no move and it is a stalemate.

The answer is "it depends." If the top of the board represents white's side and black's pawn has been moving upward, then it's a stalemate with white's king on e1. However, if the white king is in fact on d8 (which you would normally see in a chess problem--white's pawns move up and blacks move down), then it's a win for black.
