Why not to block IP addresses

Dear Chess.com,

I recently had a problem loging into my account.

The problem was this:

You know that our service providers give us a dynamic IP.

The system automatically assigned me 176.234.9.114 as the IP.

I guess that IP address is blocked by you.

After I reset my wifi, my IP had changed and the problem disappeared. Accordingly, now I can login to my account.

If you have to block someone, I guess it is better to block accounts rather than IP addresses because IP addresses are dynamic, they do not belong to a certain person.

The site is aware of that. However, sometimes a member that gets closed keeps coming back under the same IP and causing issues so that might be done to slow them down.
