any other move would hang the pawn, so white takes and it's still a draw.

The resulting pawn endgame with black's pawn on the a-file is already a draw, since it is a pawn on the side file. It was on the 58th move that black blundered into a draw by playing kb6, allowing white to take the b pawn, trade rooks, and leave black with the side pawn. Instead of kb6 black should have queened the pawn by taking the white rook with check, and then the extra pawn and rook is enough to make a queen and win the game for black.
