Average chess rating

I think that I am a rather average player with rating somewhere between 1500-1600 at this time, bullet rating, almost the only time control I play. At the same time the stats on chess.com show me at 95th percentile. This is strange. How can skill level of 1500-1600 achieve such high percentile? Does it mean that somewhere on the bottom of the percentiles there are many unused accounts or people who registered and abandoned the app?
