It does matter. If the side with more material runs out of time then the game is declared a draw by insufficient material as the side with only a King has no way of winning.
This game was played so long ago, I forgot the clock situation, but I seem to remember that I was not low on time at that point (I think I would have checked if I ran out of time or not) but I can't be certain about that...
Because the last sequence of moves was a mate by rook and queen vs king, I should have been able to make those move extremely quickly, and so unless I had only like 2 or 3 seconds left by the time I queened, I don't think I would have ran out of time. But again, I can't be sure anymore, it's been too long since this game was played. Sorry.

So, I was playing against a computer and the computer will play until I checkmate him. I had a queen and rook vs his king (lol), but the game ended in a draw after he moved...and said insufficient material...lol
