Cheating using draw offering

I've been playing 3min live chess (with a random player called NAME DELETED BY MOD) when I took his queen he offered a draw. I declined. He offered a draw again. I declined again. This continued until I no longer had the option to decline. All the time my timer was ticking down and I couldn't make a move. I lost on time. Is this a loophole that he found? Is there a way I could force him to take his turn? Any ideas what went wrong? Was he cheating? Thanks in advance for any help.

Yes, a few years ago I played a teenager an online speed game (against my better judgement) because he was begging me to play. Things went well until I won a piece but then, instead of resigning, he started hitting the "Draw" button hundreds of times. When we finished I told him that was quite unsporting and he wrote "What did I do?" Needless to say, I never played him again.

As a USCF Senior TD, I know that OTB you can't offer a second draw unless you opponent has offered one since your prior offer or the position has changed "substantially" since your prior offer. Online servers would do well to make sure they have two draw buttons: one for "draw offer" which could have these rules roughly programmed in, and a "draw claim" button which could be hit as often as you like since it would not bother your opponent (he would not know - the game would just end if your draw claim was correct).
