The first number (15) is the time u start with, and the second number (10) is your extra time u get after a move. So 15-0 is without extra time and for example 3-25= start with 3 minutes and get 25 seconds extra time per move.

I have played several live chess [15-10] games recently where the clock increased from 15.00.....why should this be ?
