After not playing for an extended period of time, your ELO changes very rapidly throughout the first few games. All you need is one or two lucky wins, or the other player making a serious blunder and your ELO is 200 points higher than it should. That number will stick with you as your "highest rating".
I see plenty of people who have never reached a 1400 rating, yet their maximum is somewhere around 1650. Just look at my highest Blitz rating: 1818. 300 points higher than my actual rating.
